Brigadier General (Ret.) Billy Stalcup
Brigadier General Stalcup, a native of east Tennessee, was born in Butler, attended high school at Mountain City, and college at ETSU. He graduated in 1957 and entered the service in 1958. His service with the U.S. Army spans some 31 years and includes over 15 years of foreign duty.
His overseas duty includes assignments in France, Germany, The Netherlands, Vietnam, Korea, and Thailand. General Stalcup has spent most of his military career as a Logistician. He has been responsible for Supply Policy at the Department of the Army level, responsible for regulations on supply management, depot operations, accountability, requirements, storage and inventory. He has commanded support organizations at every grade level to include his final command as the Commanding General of the 2ooth Theater Army Materiel Management and Movement Center in Zweibrucken, Germany. This command provided support to all U.S. Army Forces in the entire European Theater.
After retirement from the U.S. Army, General Stalcup has continued in a civilian capacity, with Computer Science Corporation, to provide logistics support services to the Department of Defense for approximately 10 years. Additional work assignments have taken him to Germany, Korea and Saudi Arabia. His education includes a B.S., Business Administration, ETSU 1957; Command and General Staff College 1969; Army War College 1983; and Senior Executive Leadership and Management Program, 1985.
General Stalcup’s awards include the Distinguished Service Medal; Legion of Merit (4); Bronze Star Medal; Meritorious Service Medal (2); Air Medal; Joint Service Commendation; Army Commendation medal (2); Vietnam Service and Campaign Medals. He has been presented awards by the governments of Korea, Cambodia, and France. In June 2002, General Stalcup was inducted into the U.S. Army Quartermaster Hall of Fame at Fort Lee, Virginia. He is married to the former Nicole Lesage, from Paris France and has two children, Catherine and Steven. General Stalcup and his wife currently reside in Alexandria, Va.
