Suspension of Designated Parking Enforcement
Due to the reduction of on-campus classes, Parking Services will suspend enforcement of designated parking through January 1, 2021. This means that anyone with a valid faculty/staff or student parking permit may park in any regular faculty/staff or student parking space. Permits will still be required to park on campus. All other regulations will still be enforced 24 hours a day, seven days a week.
All University School student drivers must park in Lot 9 only. New permits for UH students have been created and vehicles bearing a UH Student
permit will be ticketed for parking outside of Lot 9, Monday through Friday from 7:30
a.m. to 4:30 p.m. All students driving to school and parking on ETSU property need
to have a parking decal. Parking decals are $70. See Officer Hudson for information
and to purchase a decal.
Please do not stop or park in the Fire Lane, located in the FRONT of University School,
after Drop Off in the morning or Pick Up Time in the afternoon or You Will Be Ticketed.
Please note that ETSU has agreed to make the striped area in the west parking lot
(the SIDE of University School) as a 10 minute drop-off / pick-up parking area for our parents between 8am-3pm.

Where is ETSU Parking Services located?
In the Summer of 2014, we moved to our new permanent location at 132 Stout Drive, in the old Public Safety building. We sit in the little gray building at the University Parkway main entrance to campus, directly in front of Centennial Hall. Our exact location is shown on the far right hand side of the map below.
We have a convenient drive-through, which is open Monday through Friday, 8:00 a.m. – 4:30 p.m., for all your parking needs. We do open the window from 7:30 a.m. – 8:00 a.m. for Visitor and Temporary parking permit distribution.
Please remember that all vehicles on ETSU Campuses must display a valid parking permit. So, please have your visitors stop by to pick up a Visitor Parking Permit when they arrive. Visitors can also request a permit online through our website ahead of their visit. Groups hosting events on campus should email parking@etsu.edu at least 10 days in advance to coordinate parking needs.

TRAFFIC INFORMATION
Martha Culp Ave. is designated as Fire Lane and Yellow Zone. Please be advised that you may not park and leave your vehicle at any time in the Fire Lane and Yellow Zone. Please be sure to stay in your vehicle during the drop-off and pick-up times to avoid receiving a citations for parking in Fire Lane and/or Yellow Zone. Vehicles must make a single line in the designated drop-off/pick-up area. Parents may not let UH Students out of the vehicles in the middle of the street. Also, please be advised that parents should pick up UH students by 3:15 pm. After 3:15 pm there will be no supervision.
In case of emergency, there is a designated parent parking space in lot 27 (UH parking lot) for parents convenience. The 20-minute space is located near the dumpster, adjacent to the playground (sand box side) and is marked with a 20-minute space sign. If there is an emergency and you need to quickly access UH, feel free to utilize this space for a short period of time.
There have been changes made to the traffic flow in parking lots 29 and 30 near UH that directly affect the traffic flow near UH as of June 25th, 2013: motorists can only enter Lot 30 and can only use Lot 29 as an exit. Please be advised that UH students may not park in Lots 29 and 30, since those are designated to Faculty/Staff only.

PARKING PERMIT INFORMATION
UH Parents or any other UH visitors between 7:30 am and 3:30 pm may only park on campus with a valid ETSU permit. After 3:30 pm, on the weekends, and during Federal Holidays, parking permits are not required. Please be advised that Public Safety patrols parking lots after 3:30 pm during weekdays and on the weekends and holidays for violations such as Fire Lane, Disability Reserved, and other specifically reserved spaces. Please refer to the Parking Rules and regulations for detailed information.
You may obtain temporary permits for up to two weeks at a time free of charge or purchase a parking permit for the academic year from ETSU Parking Services. Temporary permits are available online, email parking@etsu.edu, or by visiting ETSU Parking Services. UH Parents may purchase student permits to park on ETSU campus for the academic year and will be required to park in student lots. PARKING CITATIONS & APPEALS INFORMATION
Parking citations range from $10 to $200 for a violation. To avoid receiving a ticket, please familiarize yourself with the Parking Rules and Regulations and up-to-date parking maps on the Parking Services website and ETSU Maps.
If a UH Student or UH Parent receives a citation, please visit ETSU Parking Services website to appeal the citation online. Please use the link below the Log In button to log in as a guest and state your appeal. You will then be notified by email of the Appeals Board decision.

The continuing issues with traffic flow and parking around University School have been the subject of numerous meetings over the past five years. Recently an ad hoc committee involving department chairs from the academic departments in Brown Hall, the Director of the University Schools, Chief Cotrel, and members of the ETSU Facilities Management Committee have been meeting to review traffic flow and address the congestion that occurs on Alexander Drive and in especially Lot 27 during morning drop off and afternoon pick-up times.
These meetings considered two important principles:
- The safe drop off and pick up of students attending University School
- The continuous access to and safe egress around Brown Hall for faculty, staff, and emergency vehicles
University School has been on break but will resume a regular schedule on Wednesday, March 23. Beginning on Monday, a new traffic pattern will be in place and you will find new signage in Lot 27 reminding faculty that certain parking spaces in Lot 27 will have limited access and egress during University School pick-up and drop-off times.
In order to facilitate good traffic flow and limit disruptions to those who must enter and leave campus during morning drop-off and afternoon pick-up times, the University will be implementing a new traffic pattern for those children who enter and exit University School from the parking lot on the west side of the building (Lot 27).
The parallel parking behind Brown Hall will be removed which should allow for more queuing room for cars picking up K 5 students. This will require continued vigilance on your part to make sure that traffic flows freely into and out of Lot 27.
Cars must remain in the parent pick up lane and must not block the entrance/exit to lot 27 or the street access from Brown Hall to Alexander Street.
Beginning on Monday, March 28, the University will be increasing enforcement to prohibit individuals from parking in the fire lanes and crosswalks in front of Brown Hall. This very busy science building must always have ready access by emergency vehicles. ETSU Parking Enforcement will initially issue warning tickets but will step up enforcement if cars continue to park in that vicinity.
Due to increasing problems with early arrivals and waiting (parked) cars in and around University School including in front of University School on Alexander Drive, Lot 27 between University School and Brown Hall, and lots 28, 30, and 31 in front of Dossett Hall, please be aware that the University will begin vigorously enforcing limited parking and standing in those areas. Waiting vehicles should not arrive any earlier than 15 minutes before school dismissal. We currently are experiencing individuals arriving as much as an hour before school dismissal and sitting in their cars to hold a place in line. The University Parking Enforcement Officers will ask parked cars to move if they are in line more than 15 minutes prior to school dismissal. Repeat offenders will be fined.
ETSU is a very busy campus and cooperation from faculty, staff, students, and parents will be essential to provide a safe environment for all. Your cooperation is welcomed and appreciated.
