Endowments and Restricted Funds
What is an Endowment?
An endowment fund should be thought of as a permanent fund as only the annual payout of earnings is used. The principal in the endowment is never touched. A Memorandum of Understanding (MOU) is utilized to establish relevant information with respect to the fund, including a biographical sketch of the donor, criteria for selecting award recipients, and other pertinent information, so that the donor's intent and wishes in establishing the scholarship are followed in perpetuity.
The minimum needed to establish an endowed fund in the ETSU Foundation is currently $25,000. This amount may be payable over a three-year period of time with a minimum initial gift of $5,000 to set up the agreement. An endowed fund may also be included in a donor's estate planning.
What is a Restricted Fund?
The restricted fund does not earn any interest and whatever funds are deposited in the restricted fund account are immediately available for an award. Operating much like a checking account, money must be replenished in the account in order for the fund to continue as the entire amount of the restricted fund can be used. A simple one-page restricted agreement is utilized to establish the criteria and procedures for awarding a restricted fund.
