Benchmark 3: Admission to the Educator Preparation Program (EPP)
Step 1: Apply for Admission Submit an online admission application:

Step 2: Advisement
- Once your occupational application is received, the Occupational Program Coordinator will reach out to complete advising and create a program of study with you.
- Sign and return the Program of Study (POS) to alternativelicesure@etsu.edu.
- Once you have a completed and signed program of study you will need to enroll in courses.
Step 3 :Enrollment
- After advisement is complete the candidate will need to enroll in courses.
Step 4 : Obtain Liability Insurance

- Submit proof of current Liability Insurance to alternativelicensure@etsu.edu
Benchmark 4: Prior to Beginning Coursework
Step 1: Declaration of Intent
- The Certification Coordinator will ask you to complete a Declaration of Intent to seek the Occupational License.
- An occupational license is recommended in TNCompass by the Certification Coordinator when the candidate is approved as a candidate for licensure by the Tennessee State Department of Education and is enrolled in an ETSU class.
Step 2: Personal Affirmation Statement
- Once this recommendation is made, the state will send an e-mail asking you to complete
the Personal Affirmation section.
- If you do not receive an e-mail, you can access TNCompass and submit the Personal Affirmation on TNCompass.
- Complete the Personal Affirmation Statement in TN Compass. The Personal Affirmation Statement is not available until a candidate has been fully admitted into the EPP and recommended for licensure by East Tennessee State University.
If ETSU procedures prevent the occupational program applicant from enrolling in a class prior to accepting a teaching position, the occupational license may be recommended in TNCompass if the following criteria are met:
- The applicant is approved as a CTE Candidate in TNCompass
- The applicant submitted an ETSU application
- The program coordinator interviews the applicant and recommends approval to the department chair
- The Certification Coordinator recommends applicant for initial licensure upon approval of department chair
