Anonymous Reports
University Compliance offers anonymous reporting using the Report Discrimination Harassment and/or Retaliation form. Make sure to leave out your identifying information if you wish to remain anonymous. Public Safety also offers anonymous reporting through the online Bucs Report It / Silent Witness Form. Make sure to leave the contact information blank to report anonymously. Please note that this option is NOT meant to replace standard reporting procedures. If you are the victim of a crime, please notify Public Safety directly at 423-439-4480 or choose one of the other available reporting options below.
Confidential Reports
Certain members of the University community & community-at-large are able to offer full confidentiality. These include Counselors, Pastoral Staff, and Abuse/Assault Hotline Personnel.

Police Reports
In order to discuss criminal charges related to sexual assault, harassment, or violence, you may report to Campus or Community Law Enforcement personnel. If you are unsure as to whom you should report in regards to jurisdiction of where the crime occurred, ETSU Public Safety can provide that information.
University Reports
All sexual misconduct reports will be reviewed and investigated according to legal and policy requirements. Reports may be made directly to the Title IX Coordinator or any Deputy Title IX Coordinator. Employees who are required to report by law or policy must forward detailed complaints to the Title IX Coordinator.

Privacy Statement
ETSU will protect the privacy of all parties to a complaint or other report of sexual
misconduct, harassment, discrimination, or violence to the extent possible. Certain
staff are obligated by law to maintain confidentiality, including certain Counseling
Center staff and the local abuse and assault hotline. When ETSU receives reports
or complaints of sexual misconduct, assault, harassment, discrimination, or violence,
the University has an obligation to respond in a way that limits the effects of the
incident and to prevent its recurrence. Information will be shared as necessary in
the course of an investigation with people who need to know, such as investigators,
witnesses, the reporting party, and the responding party. If you are unsure of someone's
duties and ability to maintain your privacy, ask them before you to talk to them.
Amnesty Statement for Students
The University encourages reporting and seeks to make the procedures for reporting transparent and straightforward. The University will generally not seek to hold any student reporting sexual misconduct accountable for associated non-sexual misconduct violations of the Student Disciplinary Rules in which the reporting party may have been involved at or near the time of the event, provided that any such violations did not and do not place the health and safety of any person at risk. This means that students reporting sexual misconduct will generally not face disciplinary action due to associated non-sexual misconduct violations (e.g., underage drinking). However, if a reporter is to be held accountable for his/her own misconduct, such violations will be reviewed in conduct proceedings separate from the sexual misconduct proceedings.
