Scholarships
Tuition Scholarship and Graduate Assistantship
At ETSU, we offer Tuition Scholarship (TS) and Graduate Assistantship (GA) to our MPA students. These scholarships are merit based and competitive.
A tuition scholarship covers out-of state tuition and the in-state maintenance fee. It is usually offered to graduate students in the program for the first time. The awards are for one academic year (fall and spring semester) and are renewable.
A Graduate Assistantship covers tuition and provides a 9-month stipend. There are four types of graduate assistantships: teaching assistants, teaching associates, research assistants, and administrative Assistants.
To qualify for a TS or GA, students
- Must be fully admitted to a graduate program.
- Must register for at least 9 graduate hours during the Fall and Spring semester.
- Must maintain a GPA of 3.0 or higher.
- Cannot hold another paid position on campus without prior approval of the Dean, Graduate School.

Out-of-State Graduate Scholarship
Out of state graduate scholarship is for entering graduate students only. Students may be full time or part time and must be admitted to a graduate, certificate or degree program. Up to $8,000 per year is award to students to help defray the cost of out-of-state tuition.
Students who are participating in another program which covers out-of-state tuition (including, but not limited to, Graduate Assistantship, Tuition Scholarship, Academic Common Market, and Public Performance Scholarship) are not eligible.

The Dr. Michael and Nina Marchioni Endowment Scholarship
This is an endowment established by Dr. Michael and Nina Marchioni to provide scholarship assistance to deserving MPA students. To qualify for the scholarship, each applicant must meet the following criteria:
- Be enrolled as a Master of Public Administration (MPA) graduate student in the Department of Political Science with a concentration in Planning & Development;
- Demonstrate professional promise and commitment in the field of Public Administration; and
- Have financial need.
Applications should be submitted to the Department of Political Science by March 1 of each year.

Charles and Martha Montgomery Scholarship Endowment
The Charles and Martha Montgomery Scholarship Endowment is awarded to full-time undergraduate or graduate students with a 2.7 minimum GPA. Preference is given to students from Northeast Tennessee, Southwest Virginia, Western North Carolina, and Eastern Kentucky. Financial need is considered.
Edna Harrison Family Scholarship
Edna Harrison Family scholarship is awarded to students with a minimum 3.0 GPA and demonstrating good character and promise for future career or professional achievement.
James H. Quillen Scholarship for Graduate Students
A scholarship established by the late Congressman James H. ("Jimmy") Quillen to provide financial assistance to deserving undergraduate and graduate students. Graduate students must have a GPA of a 3.0 or higher.
Preference will be given to applicants from the following counties in Tennessee: Carter, Claiborne, Cocke, Grainger, Greene, Hamblen, Hancock, Hawkins, Jefferson, Johnson, Knox, Sevier, Sullivan, Unicoi and Washington. Students must have documented financial need and must demonstrate achievement in one or more of these areas: scholastic endeavors, school and community leadership, volunteer services and activities, other extracurricular activities or work experience. Recipients shall be known as "Quillen Scholars".
