Instructor in City Management, MPA Program
Dr. Martin is a US Navy First Gulf War veteran who earned both his Bachelors Degree in Political Science and a Masters Degree in Public administration, ETSU, and his Doctor of Public Administration degree at Valdosta State University at Valdosta, Georgia. He is a retired former town manager and executive director of the Woodfin Sanitary Water and Sewer District in Asheville, North Carolina. He has been an adjunct instructor at ETSU for 16 years and has taught Urban Government, Public Personnel Management, Administrative Law, Intergovernmental Relations, City Management, Law & Ethics, and Urban Geography. Additionally he has taught courses in Intergovernmental Relations, Public Finance, Governmental Budgeting, and Public Websites at Valdosta State.
