The Office of Financial Systems and Technology administers and coordinates various web-based resources and projects related to information technology within the Division of Business & Finance. Our office also safeguards the University's ability to accept credit card payments and establishes various processes and protocols as required in order to maintain compliance and increase efficiency. Specific University systems are also handled in collaboration with several other ETSU departments: Budget and Financial Planning, Financial Services, Foundation Accounting & Research Foundation Accounting, Information Technology Services, and Tax & Revenue Services.

Goldlink Finance & eBucs
Manages the Goldlink Finance Account Request process, which also establishes access to ePrint and eBucs Requisitioning/Approvals.
All purchase orders are issued and approved through eBucs, ETSU's eProcurement system.

Logging into eBucs
Your password for signing into eBucs is your ETSU network password, which is the same secure password that you currently use to sign into your ETSU email and Goldlink.
Login to eBucs DirectlyeBucs can also be accessed directly from Goldlink if you have the Administrative Staff tab available in Goldlink. Open the Administrative Tools drop-down menu and then click eBucs.

eBucs FAQs
1. How do I get set up to use eBucs?
To get set up to use eBucs as a requestor or approver, you must be granted approval for financial access to each needed account as either or both roles by submitting a GoldLink Finance Access Request form found here.
2. Can I be a requestor and an approver in eBucs?
You can be set up as both a requestor and an approver in eBucs, however, the system will not allow a requestor to approve their own requisition.
3. Can I approve my own requisition in eBucs?
The system will not permit you to approve your own requisitions in eBucs. If you are the only approver on the index being used, someone else with requisitioning access to that index will need to submit the requisition, or an additional approver may need to be set up on the index to approve your requisitions. Financial access as an eBucs requestor/approver is granted via the GoldLink Finance Access Request form found here.
4. A PunchOut isn’t working, how do I fix it?
Troubleshooting Tips for PunchOuts:
1) Try different browsers to see if one works over the other. Sometimes the PunchOuts do not work in Chrome, but will in Internet Explorer and vice versa. You can also try Firefox and Microsoft Edge browsers. To install new a new browser, please contact ITS.
2) You may need to exit out of all browser windows completely and then reopen the browser and log back into eBucs.
3) Sometimes a pop-up blocker will prevent the PunchOut from opening. If a message pops up at the bottom of your screen that asks you to "Allow" or "Show All Content", you'll want to click those or you may need to turn off your pop-up blocker altogether.
4) You may need to clear the cache/cookies on your browser. Please contact ITS if you need assistance.
5) If none of these options fix the issue, the PunchOut may be down for maintenance. Please contact Financial Systems and Technology for further information.
6) If the PunchOut is not down for maintenance, you may be prompted to contact ITS for assistance.
5. Can the order information on a requisition be changed after it’s been submitted?
If the requisition has not completed its approvals workflow and has not yet been issued a PO#, the requestor can withdraw the requisition to make edits. Additionally, approvers can return the requisition to the requestor to make edits. If the PO# has been issued, the order information cannot be changed. See next bullet for more information
6. Can the order information on a purchase order be changed?
Once a requisition has been approved and the PO# has been issued and sent to the supplier, the order information cannot be changed. If the vendor requires the purchase order to be exact, you may ask Purchasing to close the PO and resubmit the order with the new order information. You will need to let the vendor know they will receive a new purchase order number.
7. Can the accounting string (chart, index, account code) on a requisition be changed after it’s been submitted?
If the requisition has not completed its approvals workflow and has not yet been issued a PO#, the requestor can withdraw the requisition to make edits. Additionally, approvers can return the requisition to the requestor to make edits or make the adjustments themselves at their step in the approvals workflow. If the PO# has been issued, the accounting information cannot be changed. See next bullet for more information.
8. Can the accounting string (chart, index, account code) on a purchase order be changed?

If the PO has not been paid, you may ask Purchasing to close it and resubmit the order with the new accounting information. Contact your vendor to let them know they will be receiving a new PO. If the PO has already been paid, contact Budget for information on how to reallocate money.

Popular Marketplace uStores
Buccaneer Family is one of several ETSU online payment sites designed to make the membership application and payment processes as simple and convenient as possible.
Center for Appalachian Studies is one of the few ETSU online payment sites primarily used to sell tangible items, such as books, magazines, CDs/DVDs and posters to name a few.
ETSU Children's Programs is one of the more unique ETSU online payment sites, it's sole purpose is to collect tuition payments from parents across two different programs. However, this site is designed to allow parents to enter the amount they wish to pay as each child typically requires a payment of a different amount.
Graduate School Application Fee Payment is a rather simple ETSU online payment site that processes a large amount of transactions throughout the year simply for fee collection purposes.
University School is one of the most heavily used ETSU online payments sites. Parents rely on the site to make payments for various fees associated with enrollment.
Several ETSU online payments are active during only limited periods throughout the year in order to collect fees for study abroad trips, conferences, and other limited university related activities.

Marketplace Site Request Procedure & Policy
ETSU online payment sites via the TouchNet Marketplace system are individually designed and customized to collect revenue for various university related activities in a secure, convenient and personalized fashion. Please review FP-36 - Credit Card Policy for more information regarding taking online payments via credit card. Your department will need to complete the Request for Marketplace Online Payment Site/Product/TouchNet Ready Partner. Please submit the form through the listed signature chain. Once we receive your form, we will collect the remaining required signatures and request a merchant ID if needed. Our department currently covers the cost of the merchant ID for all ETSU departments. A detail code will be set up with the account numbers provided on the above form and the revenue will automatically feed to the account through Banner. Shipping and/or tax will be calculated automatically if required.
If you have any questions regarding an existing ETSU online payment site or the possibility of creating an ETSU online payment site for your department, please contact Ryan Seale, Director of Financial Systems and Technology, at sealerd@etsu.edu or sealerd-Teams. Depending on the complexity of your needs, your site may require a meeting between members of your department and various staff members from Business and Finance or may simply require communication via email/phone. Also, the Director of Financial Systems and Technology will be happy to come to your department and present Marketplace to your department upon request.
